It's not so different from the gym. If everyone had a tool that spit out a perfect workout plan for them, that still wouldn't mean they'd get the same results. Some people will be more consistent with the plan, some will have a lot more intensity / focus when working out, nutrition / sleep will vary a lot, and some people have a natural edge and get gains faster (similar to how some people have much better products), etc. Same thing applies to SEO.
